Pearl Community Empowerment Foundation (PCE Foundation) is a Ugandan national rural development and empowerment NGO (REG No MIA/NB/2012/01/2824) founded in 2011 to empower rural communities through dynamic but simple programs that directly involve and benefit community members, especially women, girls and children. We are currently operating in rural communities of the Tororo, Butaleja and recently extended our services to Jinja districts, Eastern Uganda.
PCE’s focus is on capacity building in and for rural communities, especially the education and empowerment of women, girls and children. Our organization’s emphasis is on community participation and leadership which helps community members work together, “own” the achievements facilitated by our programs, and sustain positive change. We are disability inclusive.
Our Vision is to have empowered communities that can take charge of their own development. Our Mission is to enhance knowledge and skills within rural communities and to promote the exchange of information and best practices through education, mentorship, advocacy and strategic partnerships for social, cultural and economic development. We seek to break the cycle of poverty and empower communities to take charge of their own developments.

Volunteer Opportunities
Project Development Volunteer
- Support local staff in the project development process – design, implementation, execution, and phase out.
- Work together with local staff to oversee projects.
- Support in proposal writing and lobbying.
- Write reports regularly to the Executive Director.
- Manage other volunteers in line with project execution.
Communications Volunteer
- To create and appropriately disseminate documentaries appealing stories of the various activities in different projects.
- Design communications manuals and guides for first time volunteers.
- Write monthly, quarterly, and annual reports.
- Engage the global community through our website and social media accounts.
- Create, update and maintain the website and social media accounts on a regular basis.
- Support the fundraising team with report, photo and video materials
- Support event management for community outreach events, workshops, campaigns, and school visitations, especially for overseas guests.
- Strengthen internal and external communications and design cost-effective communication materials.
- Develop a communications strategy.
- Coordinate PCE Foundation with donors in the different countries across the globe.
Fundraising Volunteer
- Lobby for funds for various projects.
- Promote PCE Foundation and projects through the website, social media, the press and word of mouth.
- Lobby for items and equipment that could be put to use in the local rural communities.
Finance and Administration Volunteer
- Assist the local Finance and Administration Manager.
- Prepare budgets and financial reports.
- Support the grant writing process
Teaching Volunteer
- Teach English, Mathematics, Science or Music to our students.
Farming/Agriculture and Livelihood
- Work with local communities in farm projects to generate food and income, including fruit tree planting, maize and bean farming, coffee planting, poultry, and animal husbandry.
- Coordinate with and lobby for local and international support for improved farming techniques for rural communities.
- Support the formation of farming and business groups for over 200 parent beneficiaries.
- Raise funds to support agricultural projects.
- Design and implement projects relating to with ICT, water, sanitation, and health.
